Notice the yellow cover stretched over the seat. Except for keeping your seat dry/intact this cover is also an advertisement. Don't know if this is typically Dutch but I haven't seen this type of advertising anywhere else. (but then again, I haven't been in any other country where cycling is as popular as it is in the Netherlands)
